Some Toronto transit workers are reportedly waging a work-to-rule campaign after a warning from management about public relations.

Union president Bob Kinnear told Citytv the move isn’t sanctioned by the union and appears to be the work of certain individuals only.

But Kinnear added he understands why employees are frustrated after being under a microscope for the better part of a month.

Videos recently surfaced showing one employee sleeping in his subway ticket booth and another of a bus driver allegedly taking an unscheduled coffee break on his late-night route.
On Saturday, TTC general manager Gary Webster warned employees to accept more responsibility in making the system work properly.

That prompted some TTC employees to set up a Facebook site highlighting bad behaviours by passengers. There was also a reminder about work-to-rule action yesterday, but the page has since been made private.

“The culture of complacency and malaise that has seeped into our organization will end,” TTC general manager Gary Webster said in the statement to staff.

“Reviews and plans are underway to address systemic issues regarding customer service, but real change starts with you.”

Kinnear told Citytv the email failed to acknowledge problems among TTC management.

“When employees aren’t acting or conducting themselves in the way they should in the workplace, management has a responsibility to ensure that that is happening. Obviously management has not been doing a very good job.”
